เมื่อวันพฤหัสบดีที่ 9กรกฎาคม พ.ศ. 2569อาจารย์สหรัฐ โนทะยะ คณบดีคณะนิติศาสตร์ มหาวิทยาลัยอุบลราชธานี เป็นตัวแทนรองศาสตราจารย์.ดร.ชุตินันท์ ประสิทธิ์ภูริปรีชา อธิการบดี เข้าร่วมพิธีลงนามบันทึกความเข้าใจ (Memorandum of Understanding– MOU) ระหว่างมหาวิทยาลัยอุบลราชธานีกับมหาวิทยาลัยกฎหมายฮานอย (Hanoi Law University – HLU) โดยมีรองศาสตราจารย์ ดร. Nguyen Van Quang รองอธิการบดีและคณาจารย์ของ HLUให้การต้อนรับคณะผู้บริหารของคณะนิติศาสตร์ ม.อุบลอย่างอบอุ่น
ก่อนที่จะตัวแทนของทั้งสองสถาบันจะได้ลงนาม MOU รศ.ดร. Quang รองอธิการบดี HLU ได้กล่าวแนะนำมหาวิทยาลัยฯ พร้อมกับเน้นย้ำว่าการแสวงหาความร่วมมือกับนานาชาติเป็นภารกิจสำคัญอย่างหนึ่งของ HLUซึ่งก่อตั้งขึ้นเมื่อปี พ.ศ.2522 ภายใต้สังกัดกระทรวงยุติธรรมของเวียดนาม ตั้งอยู่กลางกรุงฮานอยปัจจุบันมีทั้งหมด 3 วิทยาเขต อาจารย์และบุคลากรรวมทั้งสิ้น 550 คน เปิดสอนระดับปริญญาตรีทั้งหมด 6 หลักสูตร รวมทั้งหลักสูตรนิติศาสตรบัณฑิต ภาคภาษาอังกฤษด้วย หลักสูตรปริญญาโท 14 หลักสูตรและหลักสูตรปริญญาเอก 7 หลักสูตร นักศึกษาระดับปริญญาตรี 13,500 และระดับบัณฑิตศึกษา 5,000 คน
หลังจากนั้นทั้งสองฝ่ายได้หารือกิจกรรมความร่วมมือที่จะเกิดขึ้นตามกรอบของ MOU โดยประเด็นที่เห็นพ้องกันคือ ในระยะใกล้ทั้งสองสถาบันจะมีการแลกเปลี่ยนนักศึกษา คณาจารย์ และในอนาคตก็จะมีการดำเนินงานวิจัยร่วมกันในประเด็นทางกฎหมาย การส่งบทความวิชาการด้านกฎหมายเพื่อตีพิมพ์ในวารสารของแต่ละสถาบัน ตลอดจนการจัดงานประชุมนานาชาติร่วมกัน เป็นต้น
ภายหลังพิธีลงนาม คณะผู้บริหารจากคณะนิติศาสตร์ ม.อุบลฯ ได้รับเกียรติจาก จาก Dr. Nguyen Thi Thanh Tuรองผู้อำนวยการสำนักงานความร่วมมือนานาชาติ ของ HLUได้นำชมบรรยากาศรอบ ๆ มหาวิทยาลัย เริ่มจากห้องปฏิบัติการกฎหมาย (Law Clinic) และได้เปิดโอกาสให้พบปะสนทนาเรื่องความร่วมมือในอนาคตระหว่างห้องปฏิบัติการกฎหมายของ HLUกับศูนย์เผยแพร่และช่วยเหลือประชาชนทางกฎหมาย (ศชปก.) ซึ่งมีภารกิจหลักใกล้เคียงกัน กล่าวคือ การพัฒนาและเสริมสร้างศักยภาพของนักศึกษาจากการฝึกปฏิบัตินอกห้องเรียน นอกจากยังนำชมอาคารห้องสมุดและห้องเกียรติยศซึ่งบอกเล่าประวัติความเป็นมาตลอดจนบุคคลสำคัญที่มีส่วนต่อความสำเร็จของ HLUอีกด้วย
“การลงนามในบันทึกข้อตกลงวันนี้นับเป็นก้าวสำคัญในการยกระดับความร่วมมือทางวิชาการระหว่างสองสถาบัน และเป็นรากฐานสำคัญในการพัฒนาความร่วมมือด้านการศึกษาและการวิจัยในระดับนานาชาติอย่างยั่งยืนต่อไป” อาจารย์สหรัฐ โนทะยะ กล่าว
UBU of Thailand and HLU of Vietnam signs MOUmarking a new era of mutual cooperation to elevate legal education in the future
Representing Ubon Ratchathanni University (UBU) President Associate Professor Dr. Chutinan Prasitpuripreecha, Faculty of Law DeanMr. Saharat Notaya participates in an MOU signing ceremony between UBU of Thailand and Hanoi Law University – HLU of Vietnam on Thursday, 9th July, 2026, in Hanoi. Giving a warm welcome to Thai delegate including executives of Law UBU are HLU Vice Rector Associate Professor Dr. Nguyen Van Quang and some ten executives and lecturers.
Before the signing ceremony, HLU Vice Rector Assoc. Prof. Dr. Quang kindly presents a brief introduction of the university and accentuates the international cooperation is on HLU priority list. Established in 1979, HLU is one of the country’s leading institutions for legal education and research under the Ministry of Justice Vietnam. The main campus is located in the heart of the capital city. There are now three campuses, 550 faculty and staff members., 6 undergraduate programs, 14 master’s programs and 7 doctor programs, 13, 500 undergraduate students and 5,000 graduate students.
After a cordial discussion, the two parties reach an agreement to start a mutual cooperation with some exchange programs for both students and faculty members. Moreover, the cooperation will later extend to a joint research and reciprocal publication of articles in respective law journals of both parties. Also on the list is a co-organization of international conference in the future.
After the signing ceremony, it is a great honour for Thai delegate to be on a campus tour accompanied by Dr. Nguyen Thi Thanh Tu, Deputy Head of the Office of International Cooperation. The tour starts with a visit of HLU Law Clinic. An amicable dialogue with the executives of HLU Law Clinic shows that there are a lot of similarities between HLU Law Clinic and Centre for Public Education and Assistance in Legal Matters of UBU. To begin with, both of them aims to provide their law students to gain legal knowledge and experience from activities outside classrooms. Moreover, Dr. Tu accompanies the Thai lectures to visit the HLU library and Hall of Fame featuring the successful history of HLUas soon as some important figures’ contribution.
“The MOU is an important step leading to mutual cooperation between the two institutes, that will surely improve the standard of legal education including international research for both institutes in the future,” said Mr. Saharat.
